Demystifying Article 4 of the EU AI Act

Since February 2025, the EU AI Act has introduced a new compliance frontier: AI Literacy.
Under Article 4, any organisation that provides or deploys AI systems must ensure that their staff—and anyone acting on their behalf—has a sufficient level of AI literacy. This isn’t just about technical teams. It includes HR, procurement, operations and anyone whose decisions or actions intersect with AI systems.
What does “sufficient AI literacy” mean?
According to the Act, it’s the ability to:
Understand how AI systems work and where they’re used
Recognise risks, limitations, and potential harms
Make informed decisions when deploying or interacting with AI
The law also requires that literacy efforts be tailored to each person’s role, experience, and context. That means generic, one-size-fits-all training won’t cut it.
